So if they refuse we just stop requesting and give then what they want. There's no point to asking them to mask in the first place. Just stay behind your mask and silently judge them

What you posted is exactly what we do. Ask the customer to wear a mask and inform them that there is local mandate. If they refuse, take their order and expedite it. At least in my county, they can sit in the lobby and are exempt from wearing a mask while "actively" engaged in eating/drinking. Otherwise if they planned on leaving they will be out of there in few minutes.

Basically don't put your self in danger of trying to enforce mask mandate. In essence mask mandate is no longer being enforced.

There sure is and being we are near High School, laying down the law on teens is not hard. Plus most of them wear a mask without being told. However the issue comes up when you get 50 year old female that comes in and start rambling about her rights, how she got freedom not to wear a mask etc. It's much easier and safer to just make her order and let her be on her way.

The point is that customers are being told baristas have a right to refuse service and baristas are being told they have no such right.

Not sure how you are interpreting that you can't deny service. What we are being told is we have an option of a) denying service b) doing something else like giving food/drink away or expediting it. Basically you're told that if you feel it's unsafe for you to deny service, go ahead and give it away for free if you feel that will resolve the situation quickest and not put you in danger.
