Sorry, I just reread your post and I now see that you are the TL. Yes, it’s sooo hard being the one between the team and the higher-ups that make decisions, and trying to keep things in stock when they’re not sent but people stop believing that you ordered what you need, etc.
18 years at Target and Starbucks was a huge part of why I left. There were many reasons, of course, and sometimes Starbucks could be so fun. But trying to run 4 food departments with Starbucks taking so much time, attention, and energy made me feel guilty for leaving the other 3 departments to get along on their own. And even before they were all combined, every Starbucks TL our store ever had left the company, either voluntarily or not. So I really knew I was doomed, set up for failure. But I tried.
So this is long and rambling, but keep your head up. Document all conversations with your ETL, maybe email him about launch dates and such, so you can show that you had a plan and that he chose to disregard it. Your Starbucks DM sounds like a good one, maybe your Food BP can help, too. Ours really did, as far as getting most of the payroll we were supposed to and having realistic expectations as far as how much time it takes for cleaning tasks + guest service, etc.
