I moved from AZ to CA and made $1 more than CA min wage somehow even though AZ min wage was lower

Unfortunately no. If you transfer to an area with lower wages, your wage will go down. Even within my own state I've had partners transfer to my store from a more expensive city and get a $2 pay cut.
That said, Starbucks' own minimum wage is now $12 in the US, so if you work at a corporate store you'll make at least $12 even if it's above the legally required minimum.

In my experience no, I moved in 2019, and received 50 cents more due to cost of living in the new area and when I moved back it was reduced back to the original pay
