So first off I'm not a union organizer so double check w larger groups if possible. Union membership is, to the best of my knowledge, non-discriminatory. If you're a worker you can, and should be union.
I'd say in many ways a shift supervisor is in the ideal position for organizing because you have actual practical perspective on running shit. The idea of unions is for the actual workers to have control over their work and bargaining power against the company (to be reductive).
Finally, in my experience, younger people are the best people to talk to about organizing. Its funny how growing up in the past 20 years has encouraged pro-labor, anti-corporate, and generally left leaning sentiments.

You may be better off asking a union representative this! They will know the legality of minors in unions and whatnot.
As an SSV you are still considered part time, are *only* eligible for all standard employee benefits, and receive tips so I would say yes you are absolutely able to begin the unionisation efforts. Speak with a union rep when you are ready to look into it further!

I’m not sure what the appropriate route would be but if you look for the local Democratic Socialists of America chapter, they may have some resources for you. Or at least a better place to point you.
