It's not obvious at all-- almost like Starbies wants to make it hard for partners to use their discount on mobiles 🤔
Here's what you do: Log into the Starbucks Rewards page on a non-mobile web browser. Click the menu in the top right corner, then click Partner Information. Enter your partner number on that page and save. On your phone, sign out and then back in on the app. Voilà!

Use your login credentials for your Starbucks app account to log into $1 on a web browser. In the top right corner click Account, then Personal Info. Scroll to the bottom and there's a space to enter your partner number.

how do we know that it actually is in our app… i know for my coworkers theirs says partner but mine doesn’t. it has my partner number on the website but not on my app

If you've followed those steps and still don't have your discount when mobile ordering, try logging out of the app and back in.
If you want to scan your app in-store to apply your discount, you also have to add your partner card to your app. You can find your partner card on $1.
