It could be for a few reasons... if she needs to work less hours she would have to be demoted (SSV have higher hour requirements)

Shifts don’t have a higher requirement. Some store managers just want shifts to work more, but it’s definitely not against policy to cut your hours.

That’s not a policy, it’s a manager thing. As a shift I’ve had 10 hours a week before when needed.

When I was hired we had a shift who worked 2 days a week. It's not policy that shifts have to be more available.
