can i still transfer to another state if i have a writeup?

Ok so teeeeechhhnically no, but the policy I have "memorised" may have changed in the last couple years. It *used* to be, and might still be?, That in order to transfer you need to be "in good standing." So all MyLearnings done, no write ups, and you typically want to give 60-90 days notice for it.
However, different SMs may do it differently. You'd have to speak with your SM about it
