When my boss input my hours they changed the time need to be within the hours assigned but I have had to work an extra 16 minutes one day, 6 minutes another, 2 minutes another, etc etc, but these are adding up. Isn’t that illegal?

Yes. They could change your punch type to something like non-cov for those extra minutes, but they can just delete them.
