Automatic Partner Discount When Using Partner Card (self.starbucksbaristas)

Ok, so typically when I scan my partner card the discount is automatically applied without verbally informing the baristas that I am a partner. Is that the same for everyone else?
I just went to a store and placed and order. When I scanned I was charged full price with no discount, but given 3 stars per dollar? 🤔
My question is: In what instance would my discount not be applied automatically when scanning in-store?

When they press the sbux card payment form button before you scan it goes straight to processing the payment. When they don't press it they usually get the pop up of is this "so and so" partner? Which then allows to apply the discount. I trusted it for a bit too but now I just always tell them I'm using my discount beforehand.

for some reason, if i pay with the app, it doesnt give me the discount. but if i click scan only, i get the discount and then ill pay with the app or my card
