Has anyone literally had to jump through hoops to be promoted? I feel like my manager is just messing with at this point it’s a constant back and forth whether I am or not and at this point I’m about to quit.

Yep. Had three managers in six months with nonsense hoops, so I transferred and was promoted within a month. I don't know your situation but I have known managers who don't communicate- two of the three were like that, and they either lied about why they weren't hiring me or suggested they would when they had no plans on promoting anybody to that position. So I went somewhere with a manager who communicates.

Have you applied to shift positions at other stores? You don’t need your managers okay to do so.

Have you started Manager training? If not I’d find a shift lead to take you under to start developing. Get with the lead every week and make a track record of your progress. After your training is complete start bugging the SM with your papers of how well you do. Then I’d start looking for a different coffee shop call and ask if they have manager positions available. If you can find a position elsewhere especially if it has higher pay go ahead and take it. I ended up leaving Starbucks after I applied for a barista position somewhere else & they hired me on as a manager after the interview. I texted my manager I’d stay for one more week then I was done. That whole week she was trying to get me to stay to “fill a role”… yeah no… bye.
