Doubt they have that authority without going through the SM

Asm here. Short explanation is no. We have access to most tools a sm does, that’s not one of them, in some situations (like mine) that make it very difficult not having the tools to do our job. But ultimately some sort of sm/ dm needs to go into the system to do it. We are able to make the decision for hiring and separation but we have to bring that through the sm/dm in charge of the store to officially do it, and have justification as to our decision as well

As far as I know, a store manager needs to sign it and hand the separation to the partner, but it doesn't have to be that sm.
