i worded that incorrectly, I meant any baristas/shifts/partners that had been with the company long enough/ really know the policies

I mean most of my managers were okay with me picking up shifts as long as it was in the same district and I didn’t go into overtime. But working more than 8 hours is going into overtime, so they wouldn’t have approved working 12 hours in the same day.

That’s only for select states. Most states don’t have that rule for OT.

This might be more of a state law thing than sbux policy, this manager might just be looking put for you though and doesn't want you to burnout. Even if you're used to it or willing to do it if they know there are other who want or also might need the hours they'd probably approve their coverage instead which is entirely up to them. So policy wise, yes they can approve or disapprove shift swaps as they feel necessary.

Well i could be wrong but it sounds like you didn’t get the approval for working 12hrs. Now maybe it’s just a California law but if you work more than 8hrs in a day everything over is also considered OT. As well as over 40hrs a week. Normally you can’t work over 8hrs unless your manager deems it necessary or dire enough to ask someone to work that long. Yes you can work 12hrs but normally it’s something they’d rather avoid

Weirdly enough I’ve never gotten that from any other manager I’ve worked under (5 other ones before him) I’ve never been told that and I’ve been here for a year, 2-3 were really by the book and with following standard so I’d think they’d break that habit out of me prior but idk. Like most of the time I don’t work doubles if I go overtime which maybe a couple of times I have but that hasn’t been since months ago but idk. I’m im SC so idk about the labor laws here
