Are “in a venti cup” orders supposed to fill to the top?(self.starbucksbaristas)

I only ever get one regular that whose order I can never make right the first time. During peak she orders a tall blonde iced latte or something in a venti cup, a few pumps of whatever, light ice, and vsccf. I make it, hand it to her, and she says - too much ice. She wants me to use the cold bar tall ice scoop, whatevs. I remake it, tall scoop. But now she wants the foam to the brim. I already put the whole blender of foam in her cup, 150ml, but I put another in there to fill it up.
I haven’t been with Starbucks long so I’m not sure. My store always just remakes it/does whatever the customer wants, and I’ll keep doing that. But for my own annoyed self, is it standard practice to order a smaller drink and then request more foam, milk, etc to fill a larger cup?
Filled up with ice seems chill, but Starbucks charges like 70c for just oatmilk. We can’t even give out venti/Trenta ice water anymore! I can’t imagine they love this one girl walking out with a 4 dollar pint of foam.

Yeah no, I'm pretty sure she can't do that. If they ask for a smaller size in a bigger cup I always let them know it won't be full.
If they have a problem with it, charge them for the higher price. I can't stand people like that. It's one thing to want a size up because of the extra ice, but the ones who just want a venti but are angry and want to pay for a tall are stupid.
Tldr: the customer isn't always right.

No. In a venti cup means they get whatever size they actually ordered in a bigger cup unless they specify that they want extra milk or ice which is how people end up getting venti coffee for the price of a grande or venti iced lattes for the price of a grande.

Sadly, corporate has created these entitled Karens after many, many years of giving them their way.
That being said, there are certain drinks where we can 'pick our fights'.
Tall/Grande hot drinks in venti cups.. Get exactly what they pay for or can pay for the next size up unless it's WC they're asking me to fill it with.
Ice drinks, unfortunately, are a harder nut to crack. Extra ice to the top, done. One size up, Light ice, done. Light ice 2 sizes up, on a drink that normally only gets a splash, extra milk extra foam now you're just cheap and a pain in my ass.
If you can't afford sbux every day, do what the rest of us do. Learn to budget for luxuries. I would love to eat out more often, I get home tired and don't want to figure out dinner every night but guess what, I have to. I don't get to nickel and dime my favorite restaurant for my meal, why do these pricks think it's ok to do it to us.

i only fill it to the top when they say a grande in a venti for extra ice, extra cold foam, extra milk, that sort of thing. if they just say a grande in a venti and there’s no “extra—“ i usually don’t fill it to the top.

Also if your in the US vsccf is 100 ml. 150 is already giving her extra.

If that’s how your trained your shift is probably wrong too. It’s in the beverage resource manual on the iPad.

Fill it to the top if only if they add something. For example add +2 shots and extra whip? Well then they are "accounting" for the fact that it takes extra space in the cup and probably want it full plus they are paying for extra ingredients not in the original recipe.

No. If they order a grande in a venti, they are only paying for 16oz of beverage. The only time i ever filled that space was with ice or with whip, or the rare time someone just wants a ton of extra water in something.
