I just looked up the bill (https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202120220AB1276) and you can still ask drive through customers if they need an item as long as that item is needed to consume the food/drink.
Exact text - (c) A food facility may ask a drive-through consumer if the consumer wants a single-use foodware accessory if the single-use foodware accessory is necessary for the consumer to consume ready-to-eat food, or to prevent spills of or safely transport ready-to-eat food.
So a straw for a Frappuccino or a spoon for oatmeal would be something you can ask if they need. A straw for a flat ice lid or stoppers you can’t.

Yeah as a cafe likely not. Do you have a giant sign at the mobile hand off that most people won’t read anyway?

That really sucks I’m sorry. Something that could help at least for cafe/DT is asking at the register/speaker box. I started doing that for trays at our store because when it’s crazy i can just hand them the tray ahead of time so we can just hand out drinks and not worry about grabbing a tray in the middle of sequencing

I was told that we weren’t even allowed to ask them if they needed utensils or a straw, that they have to ask us. I’ve gotten around that by asking “is there anything else you need?” after handing them their order and most people realize their frap is missing a straw or their oatmeal is missing a spoon. Some don’t and just drive away and I always wonder how the rest of their day went :/

Yeah we aren’t even allowed to ask and it’s so annoying :( Honestly for some drinks like big Frappuccino’s or something my coworkers still just hand them a straw cause they know they’re gonna want it obviously
