Well it looks like the $22 is just planned and not in effect yet so you’re not entitled to a raise yet but I’m sure you’ll get one when it goes into effect

If you can show paystubs showing you're underpaid, generally Starbucks will be forced to give backpay. Make sure to encourage your coworkers to check their paystubs as well.

$15 is not minimum wage. It's actually $7.25

I just looked it up, the $15 minimum wage is for federal employees, so only for anyone employed by the city but not private employees, and the $22 is also only for city or federal employees. For private workers, the $7.25 minimum wage in texas applies

I live in Austin and the minimum wage is only for people who work for the city of Austin. Like state/government employees. Trash collectors, things like that.
