I'm thinking about being a Starbucks barista again but I'm sooooo out of the loop. The main reason I left was a SEVERE lack of hours. If that is still an issue, does anyone know when or if it won't be any time soon?

It depends on the store.
If you have a high volume with tons of partners, you may get lower hours. I currently work at a cafe and get between 38 and 40 a week and have a set availability of openings. If I were at a Dt Store I might have 30, but with a vast range of shifts.

You basically have to have fully open availability to even have a chance of getting the hours you want/need, and even then it’s not a guarantee. Most people are still hurting for more hours.

How do they expect to stay in business in the long run if lack of hours makes people leave??? Like, I really really don't get it. Cuz you can't run a store on teens alone

This is exactly why people are unionizing. It’s ridiculous. Older partners (both in age and in time at Starbucks) really aren’t being taken care of. In the past couple years I’ve seen so many seasoned partners who /loved/ their jobs leave the company because it’s just not sustainable for them anymore.
