I had a woman do this in my old store one time, except she was inside, when we used to have big leather comfy chairs and sides tables. She moved the side table in front of her chair and put her bare feet on it. Some people just shouldn’t be allowed in public.

She was using a chair from another table as a foot rest, which is slightly better than a side table but I cringedddd when she left and someone sat on that chair

One of our SSVs will go tell people to put their shoes back on. She does it nicely but most get so embarrassed they leave shortly thereafter.
