are shift pay rates different in different cities? for instance: tennessee vs colorado. does moving to a higher cost of living state increase your hourly rate or does it remain the same?

Idk about a state difference but I moved a few hours away and got dropped to 12 an hour vs 14 at my old store and they didn't tell me till after I moved so I would pressure your sm about it to find out

The base shift pay is 27% more than the base barista pay, and pay varies by market. Your pay is completely dependent on your market, so when you move between Tennessee and Colorado, there will likely be a difference. I currently work with someone who lives in my hometown for school but with family in her home state, and before pay raises, she made $12 here and $15 there when she transferred between.
