so, we are a subreddit for the baristas, so usually consumers go to r/starbucks.
that being said, all the cf is super overpriced and im a huge supporter of not buying from sbux ever so here you go.
things we use to make the vanilla sweet cream (which is essential to making any of the menu cold foams):
2% milk
heavy cream
vanilla syrup (though you could probably use an extract or powder if youd like)
then to make it into choc cold foam: malt powder
we make vsc in 2 liter containers, so its 1liter heavy cream, 350 ml of vanilla syrup, then the rest 2%
we use a special cold foam blender to blend this mixture (along w the malt powder, which is about 2 teaspoons per serving) into choc cream cf
it's important to remember starbucks has a lot of exclusive ingredients and tools so you likely wont get it exact but personally i think the funnest part of trying to recreate these sorts of things at home is the trial and error, you may even make something better than what you were looking for.
