Everytime someone puts a dollar in the tip jar take it out and put it in a tip bag or another box somewhere out of reach. That is what I would do. Your shifts should be able to call the cops, but the non emergency number is probably going to get you the same result as 911. They will pull the footage, see if they can ID the guy (I know the cops in my area know a lot of the homeless population around me). If they can't, it goes into a file until someone makes a connection. Best deterent is to remove the cash from view

Glue your tip jar down to the counter and add a lid with a small slot so customers can put money in, but not fit their hand in to take stuff out. Had the same issue at my store, we started removing the tip containers when we saw the customer come into the store
