I’m in VA too but the rules are the same across the US, except for CA and a few other places where laws mandate more breaks. But if your shift start and end times are at least 7 hours apart, you **must** get a 30 and two tens.
You should be able to see the DCR (daily coverage report) that the shifts use to plan out the day. It will have everyone’s shift for each day and it auto-generates the required breaks. You don’t have to get them all at the specific times on the DCR, but if it shows 2 tens, then the shift must offer you 2 tens. It’s their and the store manager’s responsibility to staff the store with enough coverage for people to take breaks.
If your manager isn’t willing to give you your required breaks, go above them to your DM, and then the ethics & compliance department. Virginia has no legal requirement for breaks, but your store is breaking company policies.

There’s a common misconception that the second ten is “optional” or only to be given as business allows
This is NOT true, and you are required to take all breaks scheduled on the dcr (this policy is in the partner guide)
The problem is there’s no way to really “track” if you were given a second10, so it’s easy to get away with skipping it
