So I talked to my shift and she said they’re still figuring out if it has to be 12 hours a week OR 24 hours bi weekly. She also told me that our time off does not matter, we have to meet that 12 hours a week even with time off and scheduling, otherwise we have to get approved for an LOA

No, your manager is lying or misunderstanding.
The policy is that SHE is supposed to schedule every partner for 12 hours or more per week. It's supposed to GUARANTEE your hours, not require them. If you're taking vacation, if you're sick, there's space and grace for that. Because it's a requirement for HER scheduling, not for YOUR logged hours.
If she schedules you 12 hours and you give up a 4 hour shift so you can go to your sister's friend's guinea pig's birthday party, you aren't in trouble for working only 8 hours that week. She did her part to schedule it, no problems there.
If she schedules you 8 hours and then threatens your job if you don't pick up someone else's shift so they can attend their cousin's dentist's wedding because you're under 12 hours, SHE'S MISUSING THE POLICY. If you ask off a week for vacation and she denies it because you wouldn't be working 12 hours, SHE'S MISUSING THE POLICY. If you call out of your shifts because you're vomiting and she tries to make you come in for later shifts that week or threatens your job, SHE'S MISUSING THE POLICY.

Also, it's an average of hours per week, just like how the calculate benefits. There will be weeks where you have more hours and weeks were you'll have less, but they take the average of that. This, like stated above, accommodates for time off and sick days.

It’s a little different than benefits because it’ll be calculated quarterly instead of biannually, but the same idea yeah!

Sorry, but this is actually not accurate.
The policy requires a specific amount of time to be worked on average every quarter, (12 hours on average per week)
If you give up a 4 hour shift due to illness, this is what sick time is accumulated for.
If you go on vacation and cannot make up the difference in hours a subsequent week, this is what vacation time is for.
It does mean that your manager will need to schedule every partner for at least 12 hours a week or would need to transfer a partner to an alternate store to ensure everyone’s schedule can be accommodated.

thank you for clarifying. I was really confused about how the company would be able to do something like that but it wouldn’t surprise me if they did. I’ve only been a partner since the start of the year and I haven’t really known what to expect since I started working here

Your shift is misunderstanding - it’s not weekly/biweekly, it’s 12hrs worked per week, assessed as an average each quarter (so roughly from October to December, January to March, April to June, July to September)
Hours included in the calculation are: LOA hours, worked hours, sick hours, and vacation hours
So, let’s say you work exactly 12hours each week. If you request time off an the entire week, you either need to work more than 12 hours some other weeks during the quarter to make up for that, or use 12 vacation hours. If you call out sick from a shift, you either need to work the hours at another point in the quarter or use sick time to account for it. If you need to take an period of time off but don’t have the sick/vacation time to keep you above the 12hour minimum, that’s where you would need to apply for a LOA

I had a coworker, a super sweet hilarious older lady, who was only available 10 hours a week. She was also a supervisor at a USPS shipping station. She worked at Starbucks for some extra money because she needed it. She was laid off a month ago. One of my shifts is getting demoted because her availability is only mornings, she can’t work afternoons because she volunteers at a dog shelter every day. I hate the new availability policy. It’s screwing over my friends for no good reason.
