I mean, they might just not need someone right now. Most stores I worked at would have done any hiring already, since holiday season is the busiest and people need to be trained before that. It also could be an availability mismatch if you have limited availability.
Manager really could have been in a one-on-one meeting with another partner or talking with another manager easily and the person on the phone was interrupting. Your phrasing implies you think they weren't in one.
Anyhow I wouldn't put any more effort into this store. If you can apply for a different store, do that. This is also me assuming you did the online application, which is step one.

Availability is a huge factor when applying. If they don't need what you have listed they won't bother. Also some SMs just don't want someone from a license store. Idk why. 🤷♀️ Be sure to apply to as many local sbux as you're willing to work. It raises your chances considerably.
If it's not your ideal location at least you're in and can consider a transfer in six months.
Mondays after peak, late morning or early afternoon, are usually the best times to get ahold of any SM
