Shes just padding the schedule while trying not to go over labor. Non coverage doesn’t count towards labor hours. You’ll still get time and a half.

You’re still clocked in for non-coverage. All it means is that you aren’t behind the bar; it could be putting an order away (unlikely due to only being 1hr), training on the iPad you need to catch up on, or they could just schedule it that way because they have different “categories” (for lack of a better word, it’s early for me lol) of hours to schedule work for. You will still receive time and a half.
