Some licensed stores are willing to, especially since that syrup doesnt always sell very well. It's a popular syrup in the cold months but tends to get thrown out over summer, so you may have better luck buying it then.

Just ask politely if its possible to purchase it, if they say no then no big deal. I'd try a few different stores in your area as each LS store will have slight variances in how much they stick to the rules.

Though if your barista is uncertain, they may want to check with their manager before they say yes. We're not technically supposed to sell it so some may not be comfortable unless they know they won't get in trouble.
