In the US, as far as I've been told by coworkers and through personal experience, it can take anywhere from 48 hours to about a week before you'll be able to sign up. As another person pointed out, it's probably because your numbers need to integrate before you're able to sign up. Took me about 4 ish days to finally sign up.

Sometimes it takes a couple of days for your numbers to be fully integrated. It took me 3 days to be able to log into everything.
