We can't sell syrups*, inclusions, cold foam or whip by itself. I'm assuming they mean any of those.
*You can sell bottles of it. You can't give pumps of syrup in a cup.

I was told selling just cold foam is like selling inclusions in a water cup. If they want to buy just the foam, I was told to ring it up as a cup of milk. Like the inclusions in water, that also has to be rung up as a custom tea.
