IANAL, but when I hung up my apron I went into marketing and product development, so I learned some things about IP, in the US specifically.
A list of ingredients and directions is not enough to merit a US copyright. A cookbook, with a compilation of recipes is however something that can be IP-protected. Ever wonder why every food blog recipe is prefaced with a long winded story? That BS up front makes the whole page IP-protected.
This is why Coca-Cola and KFC, for example, treat their recipes like state secrets. As long as they keep it guarded and secret, those recipes have additional protection, but not copyright. They fall under “trade secret.”
Should the 11 herbs and spice blend become common knowledge, there is nothing the Colonel could do stop anyone from using it. At best, they could stop folks from using KFC trade dress and trademarks, or anything that implies endorsement, but that’s it.

You cannot copyright or trademark a recipe, however you could possibly copyright or trademark the title of the recipe, or the way in which multiple recipes are arranged and put together, i.e. a cookbook.
There’s actually a fair amount of legal precedent about this. This is why big corporations like Coca-Cola and stuff guard the recipes to their products, because if anyone got ahold of it, they could replicate it without copyright law being able to stop them.

We have a partner recipe box of everyone’s “specialized” drinks. I look at it now and then to see what’s new to try, but it’s usually just basic stuff. Our recipe book is awesome though! I’ve put in two myself and while I don’t expect anyone to make them, it’s fun to have for those who are stuck. This person seems very convoluted. Don’t engage.
