Check out voice dream reader or easy reader. They both have this functionality. I use voice dream on my iPhone and iPad. Treats the document like an audio file for skipping backwards and forwards

Is the book you're looking for available on Bookshare or Learning Ally? That might be easier to navigate than a random pdf. It also might be easier to just use robobraille or sth to convert it to a doc or plain txt file if possible, both of those are going to be easier to read than a pdf in most cases. You can also set voiceover to read whatever is under your cursor; that might be easier for you since you're sighted.
