I'd say that this sounds like more of a mental health issue than a blind, physical health one. Still, I'll pop my thoughts in.
You mentioned that she's a new girlfriend. I think that for now, you're just going to have to work with her and find alternative solutions. Ways of getting around that she's going to be ok with.
Eventually (and I mean EVENTUALLY) suggest that she explores CBT. Routinely avoiding scenarios due to fear is an anxiety disorder and needs the right mindset and guidance in order to effectively tackle said challenges.
I say 'eventually' suggest this, as for now, it's not your place to force her into difficult situations. Tackling a source of fear can be an incredibly daunting and emotionally taxing experience.
Later down the line, when you're both at that point, you could start to help her in those regards.
For now, you're going to have to go the extra mile for her. You'll certainly earn some brownie points right there.

We’ve talked about it and she mentioned taking the bus or other public transportation but there’s not a bus stop particularly close to either of our homes.

A tandem bike might actually be both transportation and a fun activity.
Tandem biking is a competitive sport VI and blind people compete in with sighted companions.

I have no suggestions or ideas, but just wanna say Best of luck bro, and may your GF find strength to deal with all that mess. I haven't been in a single vehicle accident, and you say she has suffered multiple. Can't even imagine the horror. Hope she is getting proper mobility training, educational or career assistance and is going on with her life. May be Introduce her to this subreddit if she needs help with things.

If you’re more rural, check into getabouts or rural busses! Tend to be more popular in the southern US but northern states tend to have more getabouts (think a small public bus only for disabled / elderly).

If you can walk to her, perhaps you could walk/get a bus to a restaurant/movie place?
I live in the UK so this kind of stuff is easy but if you're in america; I understand that it's hard but you'll probably have to walk to a lot of places.
